Library Board Description
The Library Board shall be composed of seven (7) directors. Directors of the Library Board shall reside within the City and be persons qualified to perform the duties of such Board. The directors of the Library Board shall be appointed by the Mayor by and with the consent of the City Council. Members appointed or reappointed shall hold office for a term of three (3) years from the date of their appointments and until their successors shall be appointed and qualified.
The Pearland Library Board shall meet at least quarterly at the Tom Reid Branch and/or at the Pearland Westside Branch Library. The Pearland Library Board shall represent both libraries with in the City, (Tom Reid and Pearland Westside Branch Libraries). The regular meeting time shall be set by the Board. The Chairperson may call such special meetings as he/she deems necessary for the orderly transaction of business by the Board. All meetings shall be public, except where authorized by law to be in closed session. A majority of the Directors of the Library Board shall constitute a quorum for the transaction of business.
Officers of the Board shall consist of chairperson, vice chairman, secretary and treasurer. These officers shall be elected annually by the directors from their number at the March meeting of the Board and shall serve for one-year terms and may be re-elected for consecutive terms.
The Pearland Library Board shall be advisory in nature and shall perform the following functions:
The Board shall advise the Tom Reid Branch and the Pearland Westside Branch Librarians and the county library director of library needs.
The Board shall act as liaison between the City of Pearland and the County Library System.
The Board shall submit to the City Council after consultation with the Tom Reid Branch and the Pearland Westside Branch Librarians and the County Library Director, an annual local operations budget request for the library.
The Board shall handle monies given to it for use in support of the library.
The Board shall accept gifts, donations and grants on behalf of the city for the development of the library and library facilities.
The Board shall cooperate with all other public and private groups in advancing the best interests of the Tom Reid Branch and the Pearland Westside Branch Libraries and the Brazoria County Library System.
The Board shall render to the City Council all recommendations it considers advisable regarding the library.
The Board shall adopt, enforce and promulgate reasonable rules and regulations governing the use of any and all library facilities in order to further the purpose and interest of this section.
Time Commitment: Meets once a quarter on Thursdays for approximately 1-2 hours.
