City of Pearland Special Election (Civil Service Law and City Charter)
Civil Service Resolution (English) (Spanish)
What a Yes Vote means:
Pearland Fire Department becomes a Chapter 143 Civil Service department and hiring, promotions, discipline, and appeals follow state law; a Civil Service Commission is created; management flexibility decreases but procedural protections increase.
What a No Vote means:
Pearland keeps its current non‑civil‑service system. City retains local control over HR policies, discipline, and promotions; no Civil Service Commission.
Charter Amendment Resolution (English) (Spanish)
What a Yes Vote means:
The current Charter language requiring public notices be communicated by a designated newspaper will be removed and public notice requirements for the city would solely be dictated by Texas State Law and local ordinances.
What a No Vote means:
A No vote means that the city will at a minimum be required to continue public notices via a designated newspaper independent of state law changes. The city would still have the ability to provide notices digitally or otherwise but they must be in addition to the current newspaper requirements.
